US security agencies have arrested more than 100 individuals for their criminal activities in last week’s siege of the capitol and are monitoring “an extensive amount of concerning online chatter” ahead of president-elect joe biden’s inauguration on january 20, FBI director christopher wray said.


The violence on january 6 by outgoing president donald trump’s supporters temporarily halted the counting of electoral college votes and resulted in the deaths of five individuals, including a police officer.


“we and our partners have already arrested more than 100 individuals for their criminal activities in last week’s siege of the capitol and continue to pursue countless other related investigations,” wray said during a meeting with vice president mike pence.


“and those help not only prevent those individuals from any effort to repeat that kind of activity but also should serve as a very stern warning to anybody else who might be inclined to try to engage in that activity,” he said.


Wray also said that law enforcement was aware of and monitoring “an extensive amount of concerning online chatter” ahead of president-elect biden’s inauguration next week, but added that authorities were having to sift through “what’s aspirational versus what’s intentional.” the FBI, he said, is looking at individuals who may have an eye toward repeating that same kind of violence that was seen at the capitol hill last week.


“I mean, from january 6 alone, we’ve already identified over 200 suspects. So we know who you are, if you’re out there, and FBI agents are coming to find you,” he said. It was wray’s first public appearance since rioters stormed the capitol.


The justice department also announced on thursday evening that the FBI had received more than 1,40,000 tips identifying rioters and had opened about 200 subject case files.


Pence thanked the FBI’s aggressive posture on bringing to justice those who desecrated the seat of the democracy last week.


“as the president made clear yesterday, we are committed to an orderly transition and to a safe inauguration, and the american people deserve nothing less,” pence said.

FOREX trader in florida pleads guilty to fraud that resulted in $2.3 million loss for investors over two years


CHICAGO—A florida man who conducted spot foreign exchange trading pleaded guilty to a federal fraud charge, admitting that he concealed trading losses and inflated investment returns that caused 47 investors to lose approximately $2.3 million, federal law enforcement officials announced today. The defendant, mark adrian, was employed as a consultant at avidus trading, inc., in boca raton, which conducted foreign exchange (FOREX) trading at its discretion for investors. Adrian was responsible for communicating with individual A, who operated an unnamed entity in chicago through which individual A solicited other investors for avidus, received their funds and reported back to them based on information provided by adrian.


Adrian, 52, of delray beach, fla., pleaded guilty yesterday to one count of wire fraud in U.S. District court. He faces a maximum penalty of 20 years in prison and a $250,000 fine, or a maximum fine totaling twice his gross gain or twice the loss to any victim, whichever is greater. A written plea agreement contemplates an advisory federal sentencing guideline range of 51 to 63 months in prison, and U.S. District judge blanche manning set sentencing for feb. 24, 2011.


According to his plea agreement, between july 2006 and october 2008, avidus’ trading was not profitable and resulted in the $2.3 million loss for investors. Adrian concealed the losses in order for avidus to retain the investors’ business. He prepared and sent false monthly spreadsheets concealing the losses to individual A, which adrian knew individual A would report to other investors. Adrian also hid the losses from other employees at avidus by creating fake brokerage statements that showed an inflated balance for client funds that were on deposit with the broker.

Former forex trader sentenced to 14 years in prison for trading fraud scheme that caused 343 investors to lose $17.6 million


CHICAGO—A U.S. Citizen who operated a foreign currency trading fraud scheme while living in panama was sentenced today to more than 14 years in federal prison. The defendant, jeffery lowrance, fraudulently obtained approximately $31 million from 452 investors. After deducting ponzi-type payments that he made to some investors, the scheme resulted in losses totaling approximately $17.6 million to 343 investors nationwide, including chicago, when it collapsed in 2009. Lowrance was arrested in february 2011 in peru and extradited to chicago.


Lowrance, 51, moved to panama in approximately 2006 and he operated the fraud scheme from panama city until approximately 2009, before fleeing to peru. He pleaded guilty to one count each of wire fraud and money laundering this past july. He was sentenced to 170 months in prison and ordered to pay restitution totaling $17.64 million by U.S. District judge charles norgle.


Lowrance “caused enormous pain and suffering to many of the victims. [he] took life savings, retirement funds, college tuition, and other money that victims had earned, inherited, or received through the sale of a business or an insurance settlement,” the government argued at sentencing.


The sentence was announced by gary S. Shapiro, acting united states attorney for the northern district of illinois; william C. Monroe, acting special agent in charge of the chicago office of the federal bureau of investigation; and thomas jankowski, acting special agent in charge of the internal revenue service-criminal investigation division in chicago.


Lowrance owned mentor investing group inc., initially located in san diego and later panama city, panama. He later owned and was chairman and chief executive officer of first capital savings & loan ltd., which he incorporated in 2007 in new zealand and which took over mentor’s purported business and investor accounts. Both businesses claimed to buy and sell foreign currencies (forex trading) and offered and sold investments through a network of salesmen and investor referrals.


According to the court documents, between august 2004 and june 2009, lowrance and others at his direction fraudulently solicited investments by making material misrepresentations about, among other things, the profitability of first capital’s forex trading, the expected return on and risk involved with the investments, and the use of funds raised from investors. To conceal the fraud, he made ponzi-type payments to investors and provided investors with fraudulent account statements. Among the specific misrepresentations was that investors would be paid as much as four to seven percent interest per month on their investments.


Lowrance used only a small portion of investors’ funds to do forex trading. In addition to making ponzi-type payments to investors, he misused investors’ funds to pay first capital’s expenses, expenses of unrelated business ventures including a newspaper, and to make payments for his own benefit as the benefit of his family and associates.

Stock options. It’s a pretty common investment term meaning, in general, that one party sells or offers to another party the opportunity to invest by buying a particular stock at an agreed upon price within a certain period of time. All perfectly legal and highly regulated—and if the investor takes advantage of the opportunity and the stock performs well, there’s money to be made. And if the stock doesn’t perform well, the investor knew the risk.


But here’s another similar-sounding financial term that the public should be wary of—binary options. While some binary options are listed on registered exchanges or traded on a designated contract market and are subject to oversight by U.S. Regulators like the commodity futures trading commission (CFTC), much of the binary options market operates through websites that don’t comply with U.S. Regulations. And many of those unregulated websites are being used by criminals outside the U.S. As vehicles to commit fraud.


Binary options fraud is a growing problem and one that the FBI currently has in its crosshairs. In 2011, our internet crime complaint center (IC3) received four complaints—with reported losses of just more than $20,000—from binary options fraud victims. Fast forward five years, and the IC3 received hundreds of complaints with millions of dollars in reported losses during 2016. And those numbers only reflect victims who reported being fleeced to the IC3—the true extent of the fraud, which has victims around the world, isn’t fully known. Some european countries have reported that binary options fraud complaints now constitute 25 percent of all the fraud complaints received.


What exactly is a binary option? It’s a type of options contract in which the payout depends entirely on the outcome of a yes/no proposition, typically related to whether the price of a particular asset—like a stock or a commodity—will rise above or fall below a specified amount. Unlike regular stock options, with binary options you’re not being given the opportunity to actually buy a stock or a commodity—you’re just betting on whether its price will be above or below a certain amount by a certain time of the day.


For example: you expect the price of an individual stock will be above $80 at 3:30 p.M. Today. So you buy a binary option that allows you to place this bet at a cost of $60. If, at 3:30 p.M., the stock price is $80.01, your payout is $100, for a profit of $40. If the price of the stock at 3:30 is $79.99, you lose your $60. Of course, you can buy multiple binary options, which can significantly increase your winnings as well as your losses.


So where does the fraud come into it? The perpetrators behind many of the binary options websites, primarily criminals located overseas, are only interested in one thing—taking your money. Complaints about their activities generally fall into one of three categories:

  • Refusal to credit customer accounts or reimburse funds to customers. This is usually done by cancelling customers’ withdrawal requests, ignoring customer phone calls and e-mails, and sometimes even freezing accounts and accusing the customers themselves of fraud.

  • Identity theft. Representatives of binary options websites may falsely claim that the government requires photocopies of your credit card, passport, driver’s license, utility bills, or other personal data. This information could potentially be used to steal your identity.

  • Manipulation of trading software. Some of these internet trading platforms may be reconfiguring the algorithms they use in order to purposely generate losing trades, often by distorting prices and payouts. For example, if a customer has a winning trade, the expiration time is extended until the trade becomes a loss.


Fraudulent binary options website operators go to great lengths to recruit investors. They advertise their platforms—often on social networking sites, various trading websites, message boards, and spam e-mail—with big promises of easy money, low risk, and superior customer service. Potential investors are also cold-called from boiler room operations, where high-pressure salespeople use banks of phones to make as many calls as possible to offer “once-in-a-lifetime” opportunities.


What’s being done to combat binary options fraud? The FBI currently has a number of ongoing binary options fraud cases, working with partners like the CFTC and the securities and exchange commission (SEC). And this past january, the bureau organized the 2017 binary options fraud summit held at europol in the hague, bringing together law enforcement and regulators from throughout north america and europe to discuss the growing binary options fraud problem.


Special agent milan kosanovich, who works out of our criminal investigative division’s complex financial crimes unit, was one of the FBI’s representatives at this gathering. “the summit,” he said, “gave all of us the chance to sit down and talk about what we’ve discovered through our respective binary options fraud investigations, where the challenges are, and how we can all work together.”


One of the biggest challenges law enforcement faces, according to kosanovich, is the fact that the scammers are sophisticated and have operations spanning multiple countries. “so the key to addressing this type of fraud,” he continued, “is national and international coordination between regulatory agencies, law enforcement, and the financial industry.”


Another important factor, said kosanovich, is investor awareness and education. “investors need to be aware of the significant potential for fraud on binary options websites, and they need to make sure they do their due diligence before ever placing that first trade or bet.”


What can you do to avoid being victimized



  • Make sure that the binary options trading platform you’re interested in has registered its offer and sale of its products with the SEC. (registration provides investors with key information about the terms of the products being offered). To do this, you can use the security exchange commission’s (SEC) EDGAR company filing website.

  • Check to see if the trading platform itself is registered as an exchange at the SEC’s exchanges website.

  • Ensure that the trading platform is a designated contract market by checking the commodity futures trading commission’s (CTFC) designated contract markets website. Thousands of entities promote binary options trading in the U.S., but only two are currently authorized to do so by the CFTC.

  • Check out the registration status and background of any firm or financial professional you are considering dealing with. You can do this through the financial industry regulatory agency’s brokercheck website and the national futures association background affiliation status information center.

  • Take a look at the CFTC’s RED list, which contains the names of unregistered foreign entities that CFTC has reason to believe are soliciting and accepting funds from U.S. Residents at a retail level for, among other things, binary options.

  • Finally, don’t invest in something you don’t understand. If you can’t explain the investment opportunity in a few words and in an understandable way, you may need to reconsider the potential investment.
